The Government of India has approved the installation of nearly 13 lakh rooftop solar systems across 10 states and Union Territories under the utility-led aggregation (ULA) model as part of the PM Surya Ghar: Muft Bijli Yojana.
The initiative is aimed at accelerating residential solar adoption and is expected to add around 4.9 GW of rooftop solar capacity with an estimated investment of approximately ₹8,500 crore.
Under the ULA framework, electricity distribution companies (discoms) or designated implementing agencies will aggregate consumer demand and oversee large-scale rooftop solar deployment. The model is intended to simplify the installation process for households, streamline vendor selection, lower costs through economies of scale, and improve execution efficiency.
The approved regions include Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Madhya Pradesh, Chhattisgarh, Assam, Meghalaya, Nagaland, and Lakshadweep. Officials said the programme is expected to encourage renewable energy adoption in regions where rooftop solar penetration remains relatively low while also improving electricity access and reliability.
The broader objective of the PM Surya Ghar scheme is to facilitate rooftop solar installations in one crore households nationwide, helping reduce electricity bills, promote decentralised power generation, and lower dependence on conventional energy sources.
